At one level the Fully-Inclusive Rental Package is simply a way of ensuring that tenants know at the outset exactly what their accommodation costs will be.
It includes all the basic utility bills (gas, water & electricity). This makes it easier for tenants to budget for themselves, and it avoids any internal conflict associated with responsibility for bill payments.
As long as tenants are full-time students (evidenced by an email sent by the university at enrolment) Council Tax will also not need to be paid.
At another level, in addition to paying no utility bills, the Fully-Inclusive Rental Package also includes a number of other services and benefits to make the experience of renting with us altogether more pleasurable and less hassle.
